Unfortunately, the Kansas suburbs are quite ill-served by public transit the Johnson County bus system stops running after rush hour. So if your life is focused on the Missouri side of the Missouri/Kansas border, you might be able to function reasonably well without a car. Generally, Kansas City's bus system is reasonably adequate for most of the city of Kansas City (except for the city's northern and southern fringes) the system's better buses run until around midnight. I note that this is not really a guide to biking in the city, since another website ( seems to handle biking issues reasonably well.
